A RESOLUTION
AMENDING THE HOUSE RULES TO PROVIDE THAT CERTAIN VOTES ARE
RECORDED AND PUBLICLY AVAILABLE.
WHEREAS, the house of representatives may amend its rules
by a majority vote of the members present upon the
recommendation of the rules and order of business committee and
at all times by a two-thirds' vote of all members of the house;
NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF
REPRESENTATIVES OF THE STATE OF NEW MEXICO that House Rule
9-5-3 be amended to read:
"9-5-3
When a voice vote is taken on any question in
the committee [and such vote is uncertain
], any
committee member may demand a roll call vote,
and such roll call shall be ordered by the
chairman."; and

BE IT FURTHER RESOLVED that House Rule 9-5-5 be amended to
read:
"9-5-5
The vote on written
amendments [adopted by
]
proposed to
the committee shall be shown in its
final report if one is issued, or in another
report if a final report is not issued
, if a
roll call vote was taken on the amendments.
The vote on the final report of the committee
on each bill, memorial or resolution referred
to it shall be taken by yeas and nays and
entered upon the records of the committee and
shall be shown upon the report of the committee
for such bill, memorial or resolution. A vote
on any motion that concludes a committee's
consideration of a bill, memorial or resolution
and that does not cause a final report to be
issued shall be shown in another report if a
roll call vote was taken on the motion.
".
