    Your VOTERS AND ELECTIONS COMMITTEE, to whom has been referred

SENATE JOINT RESOLUTION 3, as amended

has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:

     1. On page 1, line 18, strike the brackets and line through "shall not" and strike "may".

     2. On page 1, line 19, strike the brackets and line through "without just compensation".

     3. On page 1, lines 19 and 20, strike "only upon payment of just compensation" and insert in lieu thereof "except".

     4. On page 1, line 24, after "public" insert "or private".

     5. On page 2, line 6, strike "profitable" and insert in lieu thereof "economic".,

and thence referred to the JUDICIARY COMMITTEE.
