AN ACT

MAKING AN APPROPRIATION FOR CAPACITY ENHANCEMENT FUNDS FOR YOUTH PROGRAMS IN NORTHERN NEW MEXICO.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:

     Section 1. APPROPRIATION.--One hundred thousand dollars ($100,000) is appropriated from the general fund to the public education department for expenditure in fiscal year 2009 to enhance programs in Questa, Taos, the Pueblo of Taos, the Pueblo of Picuris and Penasco that empower youth ages six to eighteen years to influence their communities, sustain meaningful relationships, develop positive self-image and good character, participate in the democratic process and respect their own and others' identities, and that use an online measurement tool kit to collect and analyze information on the success of the program. Any unexpended or unencumbered balance remaining at the end of fiscal year 2009 shall revert to the general fund.
