SUMMARY
Synopsis of HVEC Bill
The House Voters and Elections Committee amendment changes the appropriation and makes it
to Local Government Division of the Department of Finance and Administration.
Synopsis of Original Bill
House Bill 12 appropriates $40 thousand from the general fund to the Secretary of State to fund
the expenses of a mail ballot special election in Bernalillo County to decide if the unincorporated
areas of the south valley of Bernalillo county be incorporated as a new municipality.
FISCAL IMPLICATIONS
The appropriation of $40 thousand contained in this bill is a non-recurring expense to the general
fund. Any unexpended or unencumbered balance remaining at the end of fiscal year 2010 shall

revert to the GENERAL FUND.
ALTERNATIVES
Consider funding the specific county, as it is the responsibility of the counties and their
governing bodies to hold elections. If funds are appropriated to the Secretary of State then,
detailed instruction defining necessary expenses to pay all election costs should be included in
the bill.
