SUMMARY
Synopsis of Bill
House Bill 233 appropriates $125.0 from the general fund to the Board of Regents of Eastern
New Mexico University to fund the expansion of child care services for students and staff for
expenditure in Fiscal Year 2009 and subsequently.
FISCAL IMPLICATIONS
The appropriation of $125.0 contained in this bill is a recurring expense to the general fund. Any
unexpended or unencumbered balance remaining at the end of any fiscal year shall not revert to
the general fund.
This request was submitted by ENMU to the New Mexico Higher Education Department for
review, but is not included in the Department’s funding recommendation for FY09.
The HED’s evaluation table of FY09 Research and Public Service Projects provided to the LFC
classifies this project as a “supports state priorities" project. Reasons for this classification

SIGNIFICANT ISSUES
The HED states that according to ENMU, the funding for this program would start with
approximately 25 children and expand from there. The customers of the child care services
would be primarily student parents who would be able to drop their children off for a short term
to attend classes. The program is not meant to compete with full-time child care centers in the
community.
ENMU states that this bill addresses a major unmet need for students and staff at ENMU. This
program will allow students to attend classes that otherwise would not be able to, will increase
retention, and provide a safe, secure environment for their children.
