SUMMARY
Synopsis of Bill
House Bill 266 appropriates $100 thousand from the general fund to the Public Education
department for the purpose of conducting a campaign to promote an awareness of the value of
education.
FISCAL IMPLICATIONS
The appropriation of $100 thousand contained in House Bill 266 is a recurring expense to the
general fund. Any unexpended or unencumbered balance remaining at the end of FY09 shall
revert to the general fund.
SIGNIFICANT ISSUES
HB 266 requires the Public Education Department (PED) to conduct a campaign promoting and
increasing awareness of the value of education. According to provisions of House Bill 266, the

Must be directed to populations and areas where value of education is disparaged according
to evidence.
Demonstrates that education not only can lead to better job opportunities and financial
success but it can also expand a person’s interests, provide wisdom and enjoyment of life,
increase self-esteem and prepare a person to actively participate in a democratic society.
Provides evidence that education can help people discover their ethnic and cultural
identities and make them more confident of themselves in a diverse society.
Creates awareness that education is a good way to avoid falling victim to drugs, violence,
prison, unemployment and premature parenthood.
Reflects a commitment to equal access to education and respect for minority cultures and
values.
PERFORMANCE IMPLICATIONS
If enacted, the LFC recommends that the Public Education department submits a plan for
program evaluation with specific program goals and criteria for assessing the effectiveness and
provides suggested outputs, outcomes and performance measures to evaluate the performance of
state government programs as prescribed in the Accountability in Government Act.
ADMINISTRATIVE IMPLICATIONS
The department states a need for up to six percent of this appropriation for administration by an
education administrator.
TECHNICAL ISSUES
According to the department the legislation does not provide guidance on the determination of
populations and areas where value of education is disparaged according to evidence. Potentially,
these would be areas and populations targeted for existing programs such as parental
involvement, etc.
