SUMMARY
Synopsis of Bill
House Bill 306 would appropriate $1 million dollars to Department of Health DOH to increase
rate equity between Developmental Disability (DD) Waiver Medicaid funded services and State
General Funded (SFG) services. Unexpended and unencumbered funds would revert to General
Fund at the end of Fiscal Year 2009.
FISCAL IMPLICATIONS
The appropriation in HB 306 is not part of the executive budget request for DOH. DOH projects
they will spend about $6.7 million in FY08 for general fund direct services, which will serve
about 465 clients.
SIGNIFICANT ISSUES
HB 306 seeks to improve staff recruitment and retention, provide health insurance and salary
increases, comply with minimum wage laws and meet rising programmatic costs associated with
quality services for individuals served through the department of health’s state general fund

program to match the DD Waiver Medicaid funded services. DOH notes that the purpose of the
general fund is to provide a level of service to individuals who are waiting to access the DD
Waiver. The program is not intended to provide the same level of service as Medicaid funded
DD Waiver services, but rather to provide a basic level of service to those persons who are
eligible until waiver services become available.
