SUMMARY
Synopsis of Bill
House Bill 315 appropriates $150 thousand from the general fund to Cultural Affairs department
for the purpose of celebrating and preserving traditional northern New Mexico Hispanic and
Mexican folk music. House Bill 315 sponsors a statewide tour of traditional and contemporary
musicians in concerts for the elderly, the homeless and children and by sponsoring educational
workshops.
FISCAL IMPLICATIONS
The appropriation of $150 thousand contained in this House Bill 315 is a recurring expense to
the General Fund. Any unexpended or unencumbered balance remaining at the end of FY09
shall revert to the General Fund.
SIGNIFICANT ISSUES
The intent of the bill is to preserve and celebrate traditional northern New Mexico Mexican and
Hispanic music by producing concerts statewide of touring musicians. The concerts would serve
the elderly, homeless and children. The legislation further asks for the development of
educational workshops for this type of music.

The department states that arts and cultural programming such as the music performance and
education initiatives within the legislation have positive impacts on the economy and quality of
life for New Mexico’s people and communities.
PERFORMANCE IMPLICATIONS
If enacted, the LFC recommends that the Cultural Affairs department submit a plan for program
evaluation with specific program goals and criteria for assessing the effectiveness and provide
suggested outputs, outcomes and performance measures to evaluate the performance of state
government programs as prescribed in the Accountability in Government Act.
ADMINISTRATIVE IMPLICATIONS
The department would conduct an RFP process in order to accomplish the initiatives outlined in
the bill.
