SUMMARY
Synopsis of Bill
House Bill 323 appropriates $500 thousand from the general fund to Public Education
Department for the purpose of providing integrated in-school, after-school and summer
supplementary literacy for children in rural areas targeting high-need, underserved populations.
The appropriation is contingent upon the receipt of matching funding of not less than $100.0
from sources other than the state of New Mexico.

FISCAL IMPLICATIONS
The appropriation of $500 thousand contained in this bill is a recurring expense to the general
fund. Any unexpended or unencumbered balance remaining at the end of fiscal year 2009 shall
revert to the general fund.
SIGNIFICANT ISSUES
House Bill 2 contains an appropriation from the Indian Education Fund for $500 thousand for a
rural literacy program at schools with a high percentage of Native American students contingent
on a match of $250 thousand.
The LFC has noted the need for extended school year and extended school day programs to assist
students in extremely poor and rural areas.
