SUMMARY
Synopsis of Bill
House Bill 377 appropriates $200,000 from the general fund to ALTSD to contract with a
nonprofit organization that provides daycare, home care, senior services, and respite care in
Santa Fe County. Any unexpended balance remaining at the end of fiscal year 2009 shall revert
to the general fund.
FISCAL IMPLICATIONS
The appropriation contained in HB 377 is not contained in the ALTSD FY09 budget request.
The House Appropriations Committee version of the General Appropriation Act contains $750
thousand in expansion funding for aging Network programs statewide. HB 127 contains $8.2
million in new funding for aging network programs statewide. ALTSD has stated that HB 127,
if it passed, would provide additional funding for the services mentioned in HB 377.
SIGNIFICANT ISSUES
The most likely recipient for the funds in HB 377 is Open Hands, a non-profit located in Santa
Fe which provides services including adult daycare. The designated area agency, the Non-Metro
AAA, has the ability to contract and monitor these funds using existing staff.
