SUMMARY
Synopsis of Bill
House Bill 477, Making an Appropriation for EMS and Firefighter Services for the Pojoaque
Volunteer Fire District, appropriates $30.0 thousand from the general fund to DFA for the
purpose of the reason just stated.
FISCAL IMPLICATIONS
The appropriation of $30.0 thousand contained in this bill is a non-recurring expense to the
general fund. Any unexpended or unencumbered balance remaining at the end of FY09 shall
revert to the general fund.
SIGNIFICANT ISSUES
DOH notes that the Pojoaque Volunteer Fire District responds to emergency medical service and
fire calls on Pojoaque Pueblo lands as well as a large portion of northern Santa Fe County. This
area includes the Pojoaque Pueblo’s Cities of Gold Hotel and Casino, and Tesuque Pueblo’s
Camel Rock Casino. The Buffalo Thunder Resort is expected to open this year, and there is a
planned casino on the Nambe Pueblo as well. There is also significant development in the non-
tribal areas, all resulting in increased demand for emergency medical and fire services. The

closest hospital facilities are in Espanola nine miles away and Santa Fe at sixteen miles. This
district does not benefit from development impact fees that help other fire districts in Santa Fe
County due to tribal exemptions. Emergency medical service agencies have historically been
under funded in regards to training and operational costs. Funding to support emergency
medical services in the Pojoaque Fire District is needed. It is unclear how this money will be
distributed between the fire and emergency medical service.
