SUMMARY

Synopsis of Bill

House Bill 501 requests an appropriation of one hundred thousand dollars ($100,000) from the

General Fund to the Public Education Department for expenditure in fiscal year 2009 for after-

school programs for elementary- and middle-school children in the Pojoaque valley public

school district.

FISCAL IMPLICATIONS

The appropriation of one hundred thousand dollars ($100,000) contained in this bill is a recurring

expense to the General Fund. Any unexpended or unencumbered balance remaining at the end of

Fiscal Year 2009 shall revert to the General Fund.

PED would be the fiscal agent for HB 501. It is estimated that it would take approximately 40

hours of time by an Education Administrator O ($22.74 x 40 + 30% Benefits = $1.2) to develop,

administer and monitor the distribution of the funding by the PED.

SIGNIFICANT ISSUES

The 2007 Legislature appropriated approximately $2.6 million for: 1) Before- and After-School

Physical Activity and Nutrition, and 2) After-School Enrichment Programs. Pojoaque Valley

School district was not an applicant for either of these two grants last fiscal year.

After-school programs could produce connections with individuals or activities that are healthy

and supportive of positive growth and development of life skills. Those who attend programs

that emphasize healthy relationships and behaviors are less likely to engage in risk-related

relationships and behaviors.

After-school programs could promote relationships with supportive adults as well as positive

peer-bonding opportunities within the school. They could also provide the extracurricular

activities that might appeal to different interests (Spreading Resiliency, 2006).

PERFORMANCE IMPLICATIONS

HB 501 could positively impact the PED performance measures that relate to the Governor’s

Obesity Prevention Initiative. Obesity prevention initiatives may enhance school attendance,

graduation rates and student performance by helping to increase the number of students

performing at grade level in math and reading. This supports the PED goal of closing the

achievement gap.

CONFLICT, DUPLICATION, COMPANIONSHIP, RELATIONSHIP

Relates to HB 492; the Executive recommendation includes $3,500.0 for after-school enrichment

program.

TECHNICAL ISSUES

If Pojoaque Valley Public Schools is awarded the $100.0 appropriation from HB 501, PED would need

to determine its eligibility for applying for both the Before- and After-School Physical Activity and

Nutrition Program and the After-School Enrichment Program.
