Synopsis of Bill
House Bill 586 appropriates $100 thousand from the general fund to Public Education
Department for the purpose of enhancing programs in Questa, Taos, Taos Pueblo, Picuris Pueblo
and Penasco.
The programs are focused on youth ages 6 to 18 to empower youth to influence their
communities, sustain meaningful relationships, develop positive self-image and good character,
participate in the democratic process and respect their own and others’ identities.
FISCAL IMPLICATIONS
The appropriation of $100 thousand contained in this bill is a recurring expense to the general
fund. Any unexpended or unencumbered balance remaining at the end of fiscal year 2009 shall
revert to the general fund.

SIGNIFICANT ISSUES
Appropriations are contained in HB-2 focused on after school programs. It appears this would
fall under the uses for this type of funding.
It is unclear if this is targeted at existing programs or if an RFP process would be needed.
