Synopsis of Bill
House Committee Substitute Memorial 32 is very similar to the Original HB 32. The changes
revolve around the Agency that will carry out this Committee Substitute Memorial.
This Committee Substitute Memorial contemplates that the Governor’s Science and Technology
advisor be primarily responsible for the implementation of this Memorial. In the original
Memorial, the Public Regulations Commission (PRC) received the primary responsibility for the
implementation of the original Memorial.
Thus, the Governor’s Science and Technology Advisor will have primary responsibility for the
implementation of this Memorial.
The PRC has been relieved of any duty related to this Committee Substitute Memorial.
The Committee Substitute Memorial has also removed classifying the Santa Fe Community
College as the ‘primary node’
on the New Mexico lamba railway connection for the Santa Fe
regional telecommunications coalition region. The new wording classifies The Santa Fe
Community College as “a connection"
to the New Mexico lamba rail for the Santa Fe regional
telecommunications coalition. Underlining was added by LFC analyst.

The New Committee Substitute for House Memorial 32 has no financial impact.
SIGNIFICANT ISSUES
The Santa Fe regional telecommunications coalition was created to organize primary
telecommunications bandwidth users in the Santa Fe region with participation from Santa Fe
County, the city of Santa Fe, Santa Fe Community College and the University of New Mexico-
New Mexico Lambda Rail.
Enhanced telecommunications infrastructure meets regional and local economic development
goals, enhancement of regional emergency services, e-government, telehealth, education and
research opportunities and improved quality of life for the Santa Fe region.
The Santa Fe regional telecommunications coalition is a model for regional telecommunications
infrastructure initiatives that can be adopted by other regions, counties and municipalities and
support for this model would benefit both the Santa Fe region and the State of New Mexico
The House Memorial 32 substitute requests that the Department of Information Technology:
facilitate the work of the Santa Fe Regional Telecommunications Coalition;
support the Santa Fe Regional Telecommunications Coalition’s efforts to gain access to
the New Mexico Lambda Rail telecommunications infrastructure;
work with the Santa Fe Regional Telecommunications Coalition to arrange for the
installation of a gateway to the New Mexico Computing Applications Center at Santa Fe
Community College as a primary node on the New Mexico lambda rail connection for the
Santa Fe Regional Telecommunications Coalition region; and
copies of the original memorial be sent to:
The Commissioners of the Public Regulation Commission, The Secretary of Information
Technology, The Governor’s Science and Technology Advisor, The New Mexico
Computing Applications Center at Santa Fe Community College and The Santa Fe
Regional Telecommunications Coalition.
