SUMMARY
Synopsis of Bill
Senate Bill 76 requests making an appropriation to Western New Mexico University for
recurring athletic program needs, declaring an emergency.
(Senate Bill 76 appropriates five hundred forty thousand dollars ($540,000) from the general
fund to the Board of Regents of Western New Mexico University to fund its Athletic Programs.
The Bill has an ‘emergency’ clause.
FISCAL IMPLICATIONS
The appropriation of five hundred forty thousand dollars($540,000) contained in this bill is a
recurring expense to the general fund. Any unexpended or unencumbered balance remaining at
the end of fiscal year 2009 shall revert to the general fund.
The HED’s evaluation table of FY09 Research and Public Service Projects provided to the LFC
classifies this project as a “does not fit within HED priorities for Higher Education" project.

SIGNIFICANT ISSUES
This Senate Bill requests an immediate appropriation of five hundred forty thousand dollars
($540,000) be appropriated from the General Fund to the Board of Regents of Western New
Mexico University for expenditure in fiscal years 2008 through 2010 to fund increased travel
expenses, conference commitments, staffing and equipment needs and gender equity
requirements in athletic programs and to support rodeo competition
