SUMMARY
Synopsis of Bill
Senate Bill 109 will provide $100.0 to the Public Education Department (PED) to support a two-
year pilot program at the Nuestros Valores charter school to test students to measure workplace
skills and to facilitate the placement of students into private sector employment.
FISCAL IMPLICATIONS
The appropriation of one hundred thousand dollars ($100,000) contained in this bill is a recurring
expense to the General Fund. Any unexpended or unencumbered balance remaining at the end of
Fiscal Year 2009 shall revert to the General Fund.
These funds will flow through PED to the charter school. The fiscal flow-through and program
monitoring costs can be absorbed by existing staff.
It is anticipated that administrative staff for this work will be absorbed within the existing resources

SIGNIFICANT ISSUES
This bill will provide workplace skills testing to students at the charter school and facilitate their
placement into private sector employment. Workplace skills testing is a current and well-known
feature of career-technical education practice that allows a student and school to determine
student readiness to enter employment and identifies areas of needed development. The results
of workplace skills testing are generally used to develop programs and methods that would allow
students to acquire and improve their skills before entering or applying for employment.
