SUMMARY
Synopsis of Bill
Senate Bill 314 appropriates $75 thousand from the general fund to Public Education
Department for the purpose of conducting a study of the innovations that are emerging from New
Mexico charter schools.
The department shall report the study finding to the LESC, the sate School Boards Association
and the State Superintendents Association.
FISCAL IMPLICATIONS
The appropriation of $75 thousand contained in this bill is a nonrecurring expense to the general
fund. Any unexpended or unencumbered balance remaining at the end of fiscal year 2009 shall
revert to the general fund.
SIGNIFICANT ISSUES
PED notes charter Schools, as public schools of choice in New Mexico, are encouraged to use
innovative practices. A report published by the New Mexico Research and Study Council in
2004 described effective practices in charter schools and brought to light interesting and

promising practices in schools at that time. However, since then the Charter Schools Act has
been amended and the number of charter schools in New Mexico have increased from 34 in
2003-04 to a projected 68 schools in 2008-09. The proposed study would provide policymakers
and other stakeholders updated information as to what degree and in what ways charter schools
in New Mexico are innovating.
