SUMMARY
Synopsis of Bill
Senate Bill 367, Making an Appropriation for Expenses to Receiving a Donation of a Private
Collection of Military Artifacts to a Military Museum of History at the Army National Guard
Facility in Rio Rancho, appropriates $150.0 thousand from the general fund to DFA for the
purpose of inventorying and appraisal and relocation of a private collection of military artifacts
to the Army National Guard facility in Rio Rancho.
FISCAL IMPLICATIONS
The appropriation of $150.0 thousand contained in this bill is a non-recurring expense to the
general fund. Any unexpended or unencumbered balance remaining at the end of FY09 shall
revert to the general fund.
SIGNIFICANT ISSUES
DFA notes that the City of Rio Rancho and the New Mexico Museum of Military History has
recently entered into a memorandum of understanding. A memorandum of understanding grants
access to a $585.0 thousand (07-L-G-3476 for 300.0 and 07-L-G-5475 for 285.0) legislative
appropriation in 2007 to plan, design, construct and equip the facility. The RFP process will
commence in two weeks and the project is moving forward.

Upon enacting this legislation, the City of Rio Rancho must enter into Memorandum of
Understanding (MOU) with the Museum of Military History. The City will be the fiscal agent
administering this appropriation.
