SUMMARY
Synopsis of Bill
Senate Bill 371 appropriates fifty thousand dollars ($50,000) from the General Fund to the
Veterans Services Department for the purpose of overseeing the construction of a transitional
veterans’ homeless shelter in Las Vegas, and for an outreach program for this shelter.
FISCAL IMPLICATIONS
The appropriation of fifth thousand dollars ($50,000) contained in this bill is a recurring expense
to the General Fund. Any unexpended or unencumbered balance remaining at the end of Fiscal
Year 2009 shall revert to the General Fund.
SIGNIFICANT ISSUES
VSD notes:
The veteran homeless problem is growing national-wide. There are more and younger veterans
coming back from Iraq and Afghanistan that are winding up homeless for different reasons.
There are also many more families of veterans that are winding up in homeless shelters. New
Mexico is seeing an increase in the homeless veterans population and this problem is not only an
urban problem but is also increasing in rural areas. This funding would assist DVS to reach out

to those homeless veterans in the Las Vegas area to apply for any state and federal benefits that
are available to them. This program would also assist these veterans and their families to re-
establish themselves and assist with housing and employment.
