SUMMARY
Synopsis of Bill
Senate Bill 405, Making an Appropriation to Support the Las Vegas Youth Commission to
Implement Youth Commissions Statewide, appropriates $100.0 thousand from the general fund
to DFA for the purpose of implementing youth commissions statewide
FISCAL IMPLICATIONS
The appropriation of $100.0 thousand contained in this bill is a recurring expense to the general
fund. Any unexpended or unencumbered balance remaining at the end of FY09 shall revert to the
general fund.
SIGNIFICANT ISSUES
DFA notes that the Las Vegas Youth Commission is comprised of thirteen members ranging in
ages 12 to 18. The Commission interacts with youth within the community and brings their
concerns and issues to the Las Vegas City Council. They also study proposed ordinances that
affect youth or the community (i.e. elimination of alcohol at Las Vegas Fiesta Days) and make
recommendations or endorsements. Three of the local priorities are: 1) community image, 2)
youth exposure to alcohol and alcohol advertising and 3) depression/suicide affecting youth.

Other services of the Las Vegas Youth Commission are presentations at the local schools and
through public service announcements.
The Las Vegas Youth Commission was modeled in 1998 after the Greeley, Colorado Youth
Commission. Through the Commission, the youth of Las Vegas has the opportunity for
exposure to civic government and a voice in their community. This appropriation would be used
in part to fund initiatives of the Las Vegas Youth Commission and to establish youth
commissions in communities within New Mexico that have expressed an interest.
