SUMMARY
Synopsis of Bill
Senate Bill 524 makes a $160.0 thousand appropriation for operations for New Mexico Youth
Day, in FY09. The appropriation will be from the General Fund to the Local Government
Division of the Department of Finance and Administration. Any unencumbered balance will
revert to the general fund at the end of fiscal year 2009. The New Mexico Youth Holiday will be
in Bernalillo County.
FISCAL IMPLICATIONS
The appropriation of $160.0 thousand contained in this bill is a non-recurring expense to the
general fund. Any unexpended or unencumbered balance remaining at the end of FY09 shall
revert to the general fund.
SIGNIFICANT ISSUES
DFA notes that New Mexico Youth Day holiday will need to be initiated and executed by an
organization that is set up to accomplish the youth day activities. This can be done by the Local
Government Division working with Bernalillo County as the fiscal agent. Bernalillo County will
issue the appropriate request for proposals and execute the contract.
