committees of the NM Legislature. The LFC does not assume responsibility for the accuracy of these reports
if they are used for other purposes.
Current FIRs (in HTML & Adobe PDF formats) are a vailable on the NM Legislative Website (legis.state.nm.us).
Adobe PDF versions include all attachments, whereas HTML versions may not. Previously issued FIRs and
attachments may be obtained from the LFC in Suite 101 of the State Capitol Building North.

Synopsis of Bill
Senate Concurrent Resolution 1 seeks to adopt a legislative Joint Rule which would place limit
on the maximum number of bills introduced by any one legislator.
Senate Concurrent Resolution 1 seeks to adopt a new legislative Joint Rule entitled, “Limitation
on Number of Bills Introduced by a Legislator". The new Rule allows for the introduction of no
more than fifteen (15) bills by any one member during the session. Exclusions to the rule are as
follows: two (2) bills endorsed by an interim legislative committee, and any bills introduced at
the request of the governor or state agency. The new rule also allows for suspension of the rule
through a two-thirds majority vote in that house, and allows for any legislator to allocate any part
of their allotment to any other member of the same house.
