SUMMARY
Synopsis of Bill
Senate Joint Memorial 35 calls for the New Mexico Legislature to support an active and
sustained mission to assist all public and private efforts to bring the F-35 tactical fighter to
Kirtland Air Force Base.
FISCAL IMPLICATIONS
The Office of Military Base Planning states that fiscal implications can not be determined at this
time. However, the office notes that if the F-35 is assigned to the 150
th
Fighter Wing, there
could be additional state costs to establish infrastructure which is not currently available.

SIGNIFICANT ISSUES
The Office of Military Base Planning states there are many issues associated with the bed down
and equipage of the 150
th
Fighter Wing with the F-35. First, the size of the F-35 force has not
been determined, and the number of aircraft which will be assigned to reserve forces and active
forces is yet to be established. Second, there is a great deal of competition among competing
states and constituencies for this new aircraft. Finally, the Air Force procurement budget is
undergoing a great deal of scrutiny as there are urgent needs for tankers, airlift aircraft, as well as
a larger number of F-22 Raptors.
