SUMMARY
Synopsis of Bill
Senate Memorial 23 carries no appropriation. Senate Memorial 23 resolves that the New Mexico
Legislative Council create an interim Veterans’ Affairs Oversight Committee to review veterans’
issues among state agencies, review statute, review needs and trends and compare against
services provided by state, federal, and tribal governments. Lastly the memorial resolves that the
committee should make recommendations for legislative initiatives, including a preliminary
deliverable of legislative recommendations prior to November 30, 2008.
FISCAL IMPLICATIONS
Senate Memorial 23 implies increased fiscal obligations due to per diem and travel costs of
interim members. The memorial does not identify the intended number of participating
legislative members, nor a minimum/maximum number of interim meetings. Due these
unknowns, the additional estimated budget impact is unknown and positive.
SIGNIFICANT ISSUES
Creation of an interim Veterans’ Affairs Oversight Committee could increase legislative
coverage and understanding of timely veteran issues.
