SUMMARY
Synopsis of Bill
The memorial urges the alcohol and gaming division of the state’s regulation and licensing board
to create a task force to research and resolve the several specific issues related to reducing the
rates of DWI incidents in New Mexico.
The memorial recommends that the task force study the feasibility of implementing DWI drunk
prevention technology, using a driver’s license to electronically register the amount and type of
alcoholic liquor purchased by the license holder from a business that sells or serves liquor to the
public.
The task force shall review and assess existing DWI drunk prevention technology; determine the
fiscal impact on applicable insurance rates; and, collaborate with the taxation and revenue
department to review incentives that the state could provide to liquor licensees to implement
DWI drunk prevention technology.

FISCAL IMPLICATIONS
Senate Memorial 65 could conceivably impact a licensed premise's overhead by requiring it to
purchase a method of electronically tracking alcohol purchases by driver’s license for every
person doing business with it. Unknown how much of an impact until a study is done.
SIGNIFICANT ISSUES
This memorial could lead to improvements in the overall operation of the criminal justice system
and help to decrease recidivism.
WHAT WILL BE THE CONSEQUENCES OF NOT ENACTING THIS BILL
Status Quo.
POSSIBLE QUESTIONS
How would out of state licensed drivers and undocumented individuals be tracked or would they
be exempt.
