A MEMORIAL

SUPPORTING STUDIES AND FUNDING NECESSARY TO ACHIEVE THE PURPOSES OF THE 2004 ARIZONA WATER SETTLEMENTS ACT.

 

     WHEREAS, the United States congress has passed and the president of the United States has signed the 2004 Arizona Water Settlements Act; and

     WHEREAS, ecological studies are required by the 2004

Arizona Water Settlements Act to determine the impacts of conservation actions or water withdrawals; and

     WHEREAS, three workshops of a multi-stakeholder group from the four-county region of Catron, Grant, Hidalgo and Luna counties, environmental organizations and state and federal agencies developed a statement supporting conducting the necessary studies; and

     WHEREAS, the Gila-San Francisco water commission, which consists of all of the political subdivisions in the four- county region except for Silver City, voted unanimously on December 18, 2007 to support needed studies and funding from the state;

     NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE STATE OF NEW MEXICO that it support developing a plan to implement the 2004 Arizona Water Settlements Act in a cost-effective manner to balance historical and future water demands against an uncertain water supply while protecting the environment; and

     BE IT FURTHER RESOLVED that copies of this memorial be transmitted to the governor and the chair of the interstate stream commission.
