FOR THE LEGISLATIVE EDUCATION STUDY COMMITTEE

 

AN ACT

RELATING TO SCHOOL PERSONNEL; PROVIDING FOR A PROFESSIONAL DEVELOPMENT DOSSIER AS A REQUIREMENT FOR ADVANCEMENT TO A LEVEL TWO OR LEVEL THREE-A TEACHING LICENSE.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:

     Section 1. A new section of the School Personnel Act is enacted to read:

     "[NEW MATERIAL] LICENSURE ADVANCEMENT--PROFESSIONAL DEVELOPMENT DOSSIER.--

          A. The department shall prescribe the scope and content of a professional development dossier as an accurate reflection of a teacher's classroom performance and as a requirement for advancement to a level two or level three-A license.

          B. The department shall oversee the process of preparing, submitting and reviewing professional development dossiers. The department shall:

                (1) establish the criteria for a successful dossier for each level of license;

                (2) establish a submission schedule for dossiers;

                (3) provide guidance and technical assistance to teachers, school districts and charter schools on the preparation and submission of dossiers;

                (4) monitor the kinds and levels of assistance that school districts and charter schools provide to teachers preparing their dossiers;

                (5) establish criteria for the responsibilities, recruitment, selection, training, assignment and performance of dossier reviewers;

                (6) ensure an adequate pool of qualified reviewers;

                (7) exercise final approval authority over reviewers and dossiers; and

                (8) monitor the activities and expenditures of contractors.

          C. The department may contract for program administration and dossier review."
