    1. On page 15, line 10, after the semicolon, insert "provided that, after twenty new school construction projects have qualified for and been awarded a credit pursuant to this paragraph: 1) the credit will no longer be available or provided for subsequent projects; and 2) the design requirement and size limitation of this subparagraph shall no longer be applicable;".
