    1. On page 1, line 21, after "facilities" insert:

"up to a maximum amount in any twelve-month period of one hundred thousand dollars ($100,000) for incumbent rural telecommunications carriers as defined in Section 63-9H-3 NMSA 1978, three hundred thousand dollars ($300,000) for mid-size carriers and one million dollars ($1,000,000) for incumbent local exchange carriers serving more than three hundred seventy-five thousand access lines in the state".
