    1. On page 1, line 13, before the period insert "AND THE VOTER ACTION ACT; IMPOSING PENALTIES".

    2. On page 2, line 21, strike the ending quotation mark.

    3. On page 2, between lines 21 and 22, insert a new section to read:

    "Section 2. A new section of the Voter Action Act is enacted to read:

    "[NEW MATERIAL] CIVIL PENALTIES.--The attorney general, a candidate or a district attorney may institute a civil action in district court if a violation has occurred or to prevent a violation of any provision of the Voter Action Act. Filing a complaint with the secretary of state is not a prerequisite to instituting an action in district court pursuant to this section. Relief may include a permanent or temporary injunction, a restraining order or any other appropriate order, including an order for a civil penalty for each violation not to exceed ten thousand dollars ($10,000)."".
