A JOINT MEMORIAL

REQUESTING THE MOTOR VEHICLE DIVISION OF THE TAXATION AND REVENUE DEPARTMENT TO CONVENE A TASK FORCE TO STUDY AND MAKE RECOMMENDATIONS FOR THE SIMPLIFICATION OF MOTOR VEHICLE DIVISION FEES.

 

     WHEREAS, according to the motor vehicle division of the taxation and revenue department, the current fee structure for licensure and registration of vehicles and other services is complex, difficult to understand and difficult to administer; and

     WHEREAS, state motor vehicle divisions around the country are examining their fee structures in an effort to make fees easier to understand, communicate, collect and distribute; and

     WHEREAS, fees collected by the motor vehicle division of the taxation and revenue department for driver licensing, vehicle titles and registration and other services provided by the division total over three hundred eighty million dollars ($380,000,000) each year; and

     WHEREAS, a streamlined fee structure for the licensure and registration of vehicles and other services within the motor vehicle division will result in improved customer satisfaction and service;

     NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO that the motor vehicle division of the taxation and revenue department be requested to convene a task force to study and make recommendations for the simplification of motor vehicle division fees; and

     BE IT FURTHER RESOLVED that the task force include representation from other divisions of the taxation and revenue department, the department of transportation, the local government division of the department of finance and administration, the New Mexico association of counties and the New Mexico municipal league; and

     BE IT FURTHER RESOLVED that the task force examine the fee structures established by motor vehicle divisions in other states and incorporate those methodologies that are more streamlined and result in more efficient communication, collection and distribution; and

     BE IT FURTHER RESOLVED that a report of the findings and recommendations of the task force be reported to the appropriate interim legislative committee by November 30, 2009; and

     BE IT FURTHER RESOLVED that a copy of this memorial be transmitted to the motor vehicle division of the taxation and revenue department.
