A JOINT MEMORIAL

REQUESTING SUPPORT FOR A JOINT PLAN FOR THE IMPLEMENTATION OF AN ELECTRONIC STATEWIDE TRAFFIC RECORDS SYSTEM.

 

     WHEREAS, New Mexico's statewide traffic records system is a multiphase, multiyear program, created to integrate the electronic collection and transmission of traffic records data for the development and implementation of traffic safety programs; and

     WHEREAS, the aim of this integration is to reduce traffic-related crashes, thereby reducing injuries and fatalities on New Mexico roads; and

     WHEREAS, a second purpose of the statewide traffic records system is to enhance the ability of traffic records agencies, partners and stakeholders to provide timely, accurate, complete, uniform and accessible traffic safety data in order to address traffic-related concerns and improvements; and

     WHEREAS, the statewide traffic records system will automate the collection of data within law enforcement agencies throughout the state and will allow for dissemination of traffic citations and crash reports to all entities needing access to this information; and

     WHEREAS, this automation provides extensive benefits to many executive agencies, including the department of transportation, the motor vehicle division of the taxation and revenue department, the department of public safety and the department of finance and administration, as well as to the judicial and legislative branches of state government; and

     WHEREAS, the current traffic records information system is not as efficient and accurate as it could be because it requires great amounts of redundant and manual data entry; and

     WHEREAS, the new traffic records information system will collect and transmit data electronically; thus, it will minimize manual data entry, making it more efficient and accurate; and

     WHEREAS, the department of transportation is currently the lead agency for the development and implementation of the electronic statewide traffic records system; and

     WHEREAS, currently, cooperation among participating entities is voluntary rather than mandatory; and

     WHEREAS, a fully and properly implemented and funded statewide traffic records system will provide significant benefit to New Mexico;

     NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO that all participants in the statewide traffic records system be requested to jointly develop a plan to implement the statewide traffic records system; and

     BE IT FURTHER RESOLVED that the plan include a determination of where the system will be located, the number of employees it will require and the funding needed to support the statewide traffic records system; and

     BE IT FURTHER RESOLVED that copies of this memorial be transmitted to the governor, the secretary of transportation, the secretary of taxation and revenue, the secretary of public safety and the director of the administrative office of the courts.
