    1. On page 2, line 23, strike "and".

    2. On page 2, between lines 23 and 24, insert the following new subparagraph:

             "(c) the law enforcement program of the department of public safety is reduced by not more than two percent; and".

    3. Reletter the succeeding subparagraph accordingly.
