A MEMORIAL

SUPPORTING THE FEBRUARY 2, 2010 GENERAL OBLIGATION BOND AND MILL LEVY ELECTION FOR CAPITAL IMPROVEMENTS IN ALBUQUERQUE PUBLIC SCHOOLS AND REQUESTING THE GOVERNOR TO DO LIKEWISE.

 

     WHEREAS, Albuquerque public schools is at the end of the current capital strategy of one billion two hundred million dollars ($1,200,000,000) and is at the beginning of the next six-year capital master plan, which starts in 2011 for a total of approximately one billion dollars ($1,000,000,000); and

     WHEREAS, Albuquerque public schools' capital master plan outlines the refurbishing, rebuilding or building of one hundred forty-three schools and the building of instructional technology and technology infrastructure, as well as providing facilities for qualifying charter schools; and

     WHEREAS, the passage of the six-hundred-sixteen-million-dollar ($616,000,000) general obligation bond and mill levy election on February 2, 2010 is essential to implementing the Albuquerque public schools' capital master plan; and

     WHEREAS, sixty-three percent of construction in Albuquerque and Bernalillo county is school-related; and

     WHEREAS, construction for Albuquerque public schools contributes twenty million dollars ($20,000,000) to twenty-five million dollars ($25,000,000) in contractor, architect and other contracting services per month to the Albuquerque economy; and

     WHEREAS, for every one million dollars ($1,000,000) Albuquerque public schools spends in construction, nine direct jobs are generated and twenty-one indirect jobs are created;

     NOW, THEREFORE, BE IT RESOLVED BY THE SENATE OF THE STATE OF NEW MEXICO that it formally proclaim its support of the Albuquerque public schools' general obligation bond and mill levy election; and

     BE IT FURTHER RESOLVED that the governor be requested to formally support the Albuquerque public schools' general obligation bond and mill levy election; and

     BE IT FURTHER RESOLVED that copies of this memorial be transmitted to the governor, the secretary of public education and the Albuquerque public schools.
