Mr. Speaker:

 

    Your APPROPRIATIONS AND FINANCE COMMITTEE, to whom has been referred

 

HOUSE APPROPRIATIONS AND FINANCE COMMITTEE SUBSTITUTE FOR HOUSE BILL 2, 3, 4, 5 AND 6

 

has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:

 

 

     1. On page 204, line 2, after "units", strike the remainder of the line, strike all of line 3 and strike line 4 through "achievement".

 

     2. On page 204, line 4, after the period, insert "The secretary shall work in collaboration with the local superintendents and school boards to minimize budget reductions that impact instructional programs.".

 

     3. On page 206, between lines 18 and 19, insert the following new section:

 

     "SECTION 5. ADDITIONAL FISCAL YEAR 2012 APPROPRIATIONS.--The following amounts are appropriated from the general fund for fiscal year 2012 for the purposes specified, contingent on enactment of House Bill 607 or similar legislation of the first session of the Fiftieth Legislature that increases revenues by twenty five million dollars ($25,000,000). Any unexpended or unencumbered balance remaining at the end of fiscal year 2012 shall revert to the general fund.

 

(1) HUMAN SERVICES DEPARTMENT                    6,500.0

    For the medical assistance program

    for medicaid programs.

 

(2) DEPARTMENT OF HEALTH                         3,500.0

    To the public health and facilities

    management programs.

 

(3) CHILDREN, YOUTH AND FAMILIES DEPARTMENT   3,100.0

    For the early childhood services program

    for child care programs.

 

(4) CORRECTIONS DEPARTMENT                       3,500.0

    For the inmate management and control

    program.

 

(5) DEPARTMENT OF PUBLIC SAFETY                 900.0

    For the law enforcement program

    to fund a state police recruit school.

 

(6) PUBLIC SCHOOL SUPPORT                        7,500.0

    For the state equalization guarantee

    distribution.".

 

    4. Renumber sections and revise all totals and subtotals to correspond with these amendments.
