AN ACT

RELATING TO HIGHER EDUCATION; PROHIBITING GENERAL FUND DISTRIBUTIONS TO PUBLIC POST-SECONDARY EDUCATIONAL INSTITUTIONS THAT HAVE COLLEGES OF EDUCATION OR TEACHER PREPARATION PROGRAMS THAT DO NOT INSTRUCT STUDENTS IN HOW TO TEACH READING THAT IS BASED ON SCIENTIFICALLY BASED READING RESEARCH AND THE SCIENCE OF READING AND WHICH COURSES ARE ALIGNED WITH STATE READING STANDARDS AND MEET OTHER REQUIREMENTS.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:

     SECTION 1. PUBLIC POST-SECONDARY EDUCATIONAL INSTITUTIONS--TEACHER PREPARATION--SCIENCE-BASED READING INSTRUCTION.--

          A. To qualify for state funding, a college of education or teacher preparation program at a public post-secondary educational institution must instruct students in how to teach reading in courses that are based on current scientifically based reading research and the science of reading and which courses are aligned with public-education-department-adopted reading standards and include strategies and assessment measures to ensure that beginning teachers are proficient in teaching reading.

          B. No appropriation by the legislature to a public post-secondary educational institution shall be distributed to a college of education or teacher preparation program that does not meet the requirements of Subsection A of this section. The higher education department shall certify that the college of education or teacher preparation program meets the requirements of that subsection.
