FOR THE LEGISLATIVE FINANCE COMMITTEE

 

AN ACT

RELATING TO STATE EXPENDITURES; TRANSFERRING MONEY TO THE GENERAL FUND FROM OTHER STATE FUNDS OR ACCOUNTS FOR THE PURPOSE OF MEETING APPROPRIATIONS; DECLARING AN EMERGENCY.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:

     SECTION 1. FUND TRANSFERS.--Notwithstanding any restriction on the use of money in the funds, the following amounts from the following funds or accounts are transferred to the general fund for the purpose of meeting appropriations from the general fund:

          A. fifteen million three hundred forty thousand dollars ($15,340,000) is transferred from the college affordability endowment fund;

          B. four million eight hundred thousand dollars ($4,800,000) is transferred from the natural resources trustee fund;

          C. two million five hundred thousand dollars ($2,500,000) is transferred from the workers' compensation retention fund;

          D. two million dollars ($2,000,000) is transferred from the primary care capital fund;

          E. one million five hundred thousand dollars ($1,500,000) is transferred from the water and wastewater project grant fund;

          F. one million dollars ($1,000,000) is transferred from the insurance department suspense fund;

          G. seven hundred fifty thousand dollars ($750,000) is transferred from the trail safety fund;

          H. five hundred thousand dollars ($500,000) is transferred from the public works apprentice and training fund;

          I. five hundred thousand dollars ($500,000) is transferred from the New Mexico youth conservation corps fund;

          J. three hundred forty-nine thousand dollars ($349,000) is transferred from the recycling and illegal dumping fund;

          K. three hundred twenty-eight thousand dollars ($328,000) is transferred from the money received by the department of environment pursuant to Subsection A of Section 74-6-9 NMSA 1978 for purposes consistent with the Water Quality Act;

          L. three hundred thousand dollars ($300,000) is transferred from the brain injury services fund; and

          M. two hundred fifty thousand dollars ($250,000) is transferred from the money received by the department of transportation from the fees collected pursuant to Subsection B of Section 66-5-35 NMSA 1978.

     SECTION 2. EMERGENCY.--It is necessary for the public peace, health and safety that this act take effect immediately.
