    Your PUBLIC AFFAIRS COMMITTEE, to whom has been referred


SENATE BILL 291


has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:


    1. On page 2, between lines 17 and 18, insert the following new subsection:


         "D. A child who is not yet eighteen years of age who wishes to enroll in an institution offering a general educational development certificate program shall provide a written, signed permission slip from the child's parent that gives permission in accordance with the federal Family Educational Rights and Privacy Act of 1974 for the institution to release and report the child's individually identifiable information to the children, youth and families department if the child does not attend or complete the general educational development certificate program.".




    2. Reletter the succeeding subsection accordingly.
