AN ACT

RELATING TO MOTOR VEHICLES; PROVIDING FOR ISSUANCE OF A SPECIAL COMMEMORATIVE GIRL SCOUT REGISTRATION PLATE FOR THE ONE HUNDREDTH ANNIVERSARY OF GIRL SCOUTING IN THE UNITED STATES; MAKING AN APPROPRIATION.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:

     SECTION 1. A new section of Chapter 66, Article 3 NMSA 1978 is enacted to read:

     "[NEW MATERIAL] SPECIAL COMMEMORATIVE GIRL SCOUT REGISTRATION PLATE--PROCEDURES--FEE.--

          A. The division shall develop, establish and issue a special commemorative girl scout registration plate celebrating the centennial of the girl scouts of the United States of America in consultation with the girl scouts of United States of America and in accordance with the provisions of this section. The division shall adopt and promulgate rules and procedures for making application for and issuance of the special commemorative girl scout registration plate.

          B. For a fee of thirty-five dollars ($35.00), which fee shall be in addition to the regular motor vehicle registration fees, an owner of a motor vehicle may apply for the issuance of a special commemorative girl scout registration plate. The owner of a motor vehicle shall apply for and pay a fee for a special commemorative girl scout registration plate each year that the owner wishes to retain and renew the plate.

          C. The revenue from the special commemorative girl scout registration plates shall be distributed as follows:

                (1) ten dollars ($10.00) of the fee collected for each registration plate shall be retained by and is appropriated to the division for the manufacture and issuance of the special commemorative girl scout registration plate; and

                (2) twenty-five dollars ($25.00) of the fee collected for each registration plate shall be distributed to and is appropriated to the commission on the status of women to be used for the girl institute programs. Any unexpended or unappropriated balance remaining at the end of a fiscal year shall not revert to the general fund but is appropriated to the commission on the status of women for use for the girl institute programs in subsequent fiscal years."

     SECTION 2. EFFECTIVE DATE.--The effective date of the provisions of this act is July 1, 2011.
