Your FINANCE COMMITTEE, to whom has been referred
SENATE BILL 392
has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:
1. On page 3, line 12, after "C", insert "or D".
2. On page 3, line 21, after "price", strike the remainder of the line and strike line 22 up to the comma and insert in lieu thereof "that would require an invitation for bids or a request for proposals under the Procurement Code or, in the case of a home rule municipality, under the municipality's procurement policies".
3. On page 4, strike lines 9 through 11 and insert in lieu thereof "pursuant to the notice requirements of the Open Meetings Act;".
4. On page 4, line 13, after "ordinances", insert "or municipal code".
5. On page 5, line 17, after "C", insert "or D".
6. On page 6, between lines 4 and 5, insert the following subsection:
"D. Upon the request in writing by a local government, the director of the division may exempt, for a period of up to twelve months, the local government from any or all of the requirements of the Local Government Transparency Act if the director finds that compliance by the local government would be technically impracticable.".
