    1. On page 4, line 21, after the period, insert "The state engineer shall adopt guidelines for the implementation of Section 72-5-18 NMSA 1978 and beneficial use of conserved water pursuant to that section no later than December 15, 2011.".

    2. On page 7, line 25, after the period, insert "The state engineer shall adopt guidelines for the implementation of Section 72-5-18 NMSA 1978 and beneficial use of conserved water pursuant to that section no later than December 15, 2011.".
