A MEMORIAL

REQUESTING STATE AGENCIES TO COLLABORATE AND IDENTIFY PARAMETERS AND PROCEDURES TO ALLOW FOR THE CREATION OF CLEAN ENERGY INNOVATION ZONES.

 

     WHEREAS, New Mexico is poised to benefit from emerging clean energy economies due to its abundance of resources and renewable energy assets; and

     WHEREAS, the business climate in New Mexico is favorable for the creation of new clean energy innovation zones that would harness and maximize New Mexico's unique resources and potential in the area of advanced renewable energy production; and

     WHEREAS, such new clean energy innovation zones could integrate water purification and advanced energy generation technologies; and

     WHEREAS, the creation of such clean energy innovation zones would spur new economic activity and job growth in both rural and urban areas; and

     WHEREAS, global ISO 14000 net zero carbon emission operation within clean energy innovation zones would further create an environment of economic opportunities and job creation; and

     WHEREAS, significant benefits would accrue to any industry or commercial enterprise that generates electricity located within a clean energy enterprise zone; and

     WHEREAS, the people of New Mexico would benefit from the opportunity for public and private partnerships to form and share information and resources that would foster the creation of new clean energy innovation zones;

     NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE STATE OF NEW MEXICO that it express its strong desire and thereby request that the office of the state engineer, the economic development department and the energy, minerals and natural resources department collaborate with interested business and community leaders to develop the parameters of a process to establish clean energy innovation zones and jointly report their findings to the appropriate interim legislative committees no later than September 1, 2011; and  

     BE IT FURTHER RESOLVED that copies of this memorial be transmitted to the state engineer, the secretary of economic development, the secretary of energy, minerals and natural resources and members of the New Mexico congressional delegation.
