has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:

     1. On page 2, line 14, strike “an illogical” and insert in lieu thereof “a”.

     2. On page 3, strike lines 2 through 4 in their entirety.

3. On page 3, line 19, after the semicolon, insert "and".

     4. On page 3, between lines 19 and 20, insert the following:

     "WHEREAS, corporations as legal entities are defined by state law, and a state shall remain free to define corporations as "persons" under any state statute and for any purpose, other than federal constitutional rights;".
