A RESOLUTION

AMENDING THE HOUSE RULES TO PROVIDE THAT A MOTION TO RECONSIDER BE MADE ON THE SAME OR NEXT SUCCEEDING CALENDAR DAY.

 

     WHEREAS, House Rule 24-1 provides that the rules of the house of representatives may be amended by a two-thirds' vote of the members of the house or by a majority vote of the members of the house upon the recommendation of the house rules and order of business committee;

     NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE STATE OF NEW MEXICO that House Rules

19-1 and 19-2 be amended to read:

"19-1     When a motion, other than a motion to adjourn, is made and carried, it shall be in order for any member voting with the majority to move for the reconsideration thereof on the same or the next succeeding [legislative] calendar day on which the house shall be in session, and such motion shall take precedence over all other questions except to adjourn or to take a recess. A motion for reconsideration being put and lost shall not be renewed nor shall any subject or vote be a second time reconsidered without unanimous consent. When [a bill or joint resolution] legislation is recalled from the governor or senate, a motion to reconsider the vote by which it was passed may be made when it is received or during the next [legislative day thereafter] calendar day that the house is in session.

19-2      When any vote is tied, [upon any bill or measure] any member may move to reconsider the vote upon the same or the next succeeding [legislative] calendar day that the house is in session.".
