AN ACT
MAKING APPROPRIATIONS AND AUTHORIZING EXPENDITURES FOR THE STATE FAIR COMMISSION.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
SECTION 1. SHORT TITLE.--This act may be cited as the "State Fair Commission Appropriation Act".
SECTION 2. DEFINITION.--As used in the State Fair Commission Appropriation Act, "other state funds" means:
A. unexpended balances in state agency accounts appropriated by the General Appropriation Act of 2012; and
B. all revenue available to state agencies from sources other than the general fund and federal funds.
SECTION 3. FORMAT.--The general format of the appropriations set forth in the State Fair Commission Appropriation Act with respect to symbols used, column headings and stating of amounts is that used in the General Appropriation Act of 2012.
SECTION 4. FISCAL YEAR 2013 APPROPRIATIONS AND PERFORMANCE STANDARDS.--

(1) State Fair:
The purpose of the state fair program is to promote the New Mexico state fair as a year-round operation with venues, events and facilities that provide for greater use of the assets of the agency.

The internal service funds/interagency transfers appropriation to the New Mexico state fair program in the other category includes six hundred ninety thousand two hundred dollars ($690,200) from pari-mutuel revenues for debt service on negotiable bonds issued for capital improvements.

Output: Number of paid attendees at annual
state fair event 400,000
Category transfers and budget increases from other state funds are specifically authorized for the state fair commission. Such other state funds are appropriated.
