AN ACT
MAKING AN APPROPRIATION TO THE BOARD OF REGENTS OF NEW MEXICO STATE UNIVERSITY FOR THE NEW MEXICO DEPARTMENT OF AGRICULTURE TO CONDUCT A STUDY OF THE FEASIBILITY OF LOCATING A HORSE SLAUGHTER FACILITY IN NEW MEXICO TO PROCESS HORSE MEAT FOR HUMAN CONSUMPTION.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
SECTION 1. APPROPRIATION.--Twenty thousand dollars ($20,000) is appropriated from the general fund to the board of regents of New Mexico state university for expenditure in fiscal year 2014 to pay for a feasibility study by the New Mexico department of agriculture of locating a horse slaughter facility in New Mexico to process horse meat for human consumption. Any unexpended or unencumbered balance remaining at the end of fiscal year 2014 shall revert to the general fund.
