Mr. Speaker:
Your HEALTH, GOVERNMENT & INDIAN AFFAIRS COMMITTEE, to whom has been referred
HOUSE BILL 428
has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:
1. On page 1, line 13, strike "A DISTRIBUTION TO THE BEN LUJAN LUNG CANCER RESEARCH FUND" and insert in lieu thereof "DISTRIBUTIONS OF THE TOBACCO PRODUCTS TAX".
2. On page 3, line 25, strike "DISTRIBUTION" and insert in lieu thereof "DISTRIBUTIONS".
3. On page 4, line 1, after "1978", strike the remainder of the line, strike lines 2 and 3 in their entirety and strike line 4 through "percent".
4. On page 4, line 6, strike the period and ending quotation mark and insert in lieu thereof "shall be made as follows:".
5. On page 4, between lines 6 and 7, insert the following new subsections:
"A. to the board of regents of the university of New Mexico:
(1) seven percent for the health sciences center to conduct lung biology research focused on smoking studies, lung cancer and chronic obstructive pulmonary disease drug development under the Speaker Ben Lujan lung cancer research project; and
(2) one and seventy-seven hundredths percent for the health sciences center to conduct analyses related to health professional work force status and needs in rural and other medically underserved areas of the state;
B. to the higher education department, seven and sixty-seven hundredths percent for the purpose of expanding the New Mexico health professional loan repayment program to further recruit and retain additional health care professionals in rural and other medically underserved areas of the state;
C. to the department of health:
(1) six and sixty-seven hundredths percent for the purpose of providing funds to school-based health centers to expand access to quality accessible student and community health centers;
(2) one and thirty-three hundredths percent for the purpose of providing coordinated cancer prevention, research and education services, including access to clinical trials in rural and other medically underserved areas of the state; and
(3) one and ten-hundredths percent for the purpose of expanding health professional work force programs developed in southwestern New Mexico to better educate, recruit and retain students, medical residents and primary care providers in rural and medically underserved areas of the state; and
D. to the human services department, fifty-seven hundredths percent for the purpose of contracting with a consortium of primary care training programs to expand and improve the quantity and quality of family medicine residency training opportunities in the state and to expand access to health care services in rural and other medically underserved areas of the state."".,
and thence referred to the TAXATION AND REVENUE COMMITTEE.
