AN ACT

MAKING APPROPRIATIONS TO ASSIST IN CLOSING THE ACHIEVEMENT GAP FOR STUDENTS IN HIGH-POVERTY, LOW-INCOME ELEMENTARY SCHOOLS.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:

     SECTION 1. APPROPRIATIONS.--

          A. For purposes of this section, "high-poverty, low-income elementary school" means an elementary school in which eighty-five percent or more of the students qualify for free or reduced-fee meals.

          B. One million eight hundred thousand dollars ($1,800,000) is appropriated from the general fund to the public education department for expenditure in fiscal years 2014 and 2015 to purchase textbooks and other instructional materials for children in high-poverty, low-income elementary schools to assist in closing the achievement gap between low-income and middle-income students. Any unexpended or unencumbered balance remaining at the end of fiscal year 2015 shall revert to the general fund.

          C. One million dollars ($1,000,000) is appropriated from the general fund to the public education department for expenditure in fiscal year 2014 for the elementary school breakfast program and other school meal programs for children in high-poverty, low-income elementary schools to assist in closing the achievement gap between low-income and middle-income students. Any unexpended or unencumbered balance remaining at the end of fiscal year 2014 shall revert to the general fund.

          D. Two million five hundred thousand dollars ($2,500,000) is appropriated from the general fund to the department of health for expenditure in fiscal year 2014 for the office of school and adolescent health to provide medical and behavioral health support for children in high-poverty, low-income elementary schools to assist in closing the achievement gap between low-income and middle-income students. Any unexpended or unencumbered balance remaining at the end of fiscal year 2014 shall revert to the general fund.
