AN ACT

MAKING AN APPROPRIATION TO THE CHILDREN, YOUTH AND FAMILIES DEPARTMENT TO FUND A DEMONSTRATION PROJECT TO IMPROVE THE QUALITY OF EARLY CHILDHOOD EDUCATION THROUGH TEACHER RETENTION.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:

     SECTION 1. APPROPRIATION.--Three hundred thousand dollars ($300,000) is appropriated from the general fund to the children, youth and families department for expenditure in fiscal year 2014 to fund a demonstration project to increase the quality of early childhood education for children from birth to five years of age by providing incentives to increase retention of teachers in early childhood education programs. The department shall contract for operation of the demonstration project through a nonprofit entity with at least two years' demonstrated experience in achieving zero attrition among early childhood education teachers. Any unexpended or unencumbered balance remaining at the end of fiscal year 2014 shall revert to the general fund.
