Mr. President:

    Your CORPORATIONS AND TRANSPORTATION COMMITTEE, to whom has been referred

SENATE BILL 296

has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:

    1. On page 2, line 2, after "act", strike the remainder of the line and strike line 3 up to the period.

    2. On page 2, line 25 and page 3, line 1, strike "by the division and any" and insert in lieu thereof "on the web site of the division and on the web site of each". 

    3. On page 4, lines 2 and 3, strike "by the insurance division and any" and insert in lieu thereof "on the web site of the insurance division and on the web site of each".

    4. On page 4, line 24, after "act", strike the remainder of the line and strike line 25 up to the period.

    5. On page 6, line 5, after "act", strike the remainder of the line and strike line 6 through the comma.

    6. On page 6, between lines 8 and 9, insert the following new subsection:

         "B. No later than twenty-four months after the adoption of national standards for electronic prior authorization, a health insurer shall exchange prior authorization requests with providers who have e-prescribing capability.".

    7. Reletter the succeeding subsections accordingly.

    8. On page 7, line 17, after "act", strike the remainder of the line and strike line 18 through the comma.

    9. On page 7, between lines 20 and 21, insert the following new subsection:

         "B. No later than twenty-four months after the adoption of national standards for electronic prior authorization, a health insurer shall exchange prior authorization requests with providers who have e-prescribing capability.".

    10. Reletter the succeeding subsections accordingly.

    11. On page 9, line 4, strike the comma, strike line 5 in its entirety and strike line 6 through the comma.                    

    12. On page 9, between lines 7 and 8, insert the following new subsection:

         "B. No later than twenty-four months after the adoption of national standards for electronic prior authorization, a health insurer shall exchange prior authorization requests with providers who have e-prescribing capability.".

    13. Reletter the succeeding subsections accordingly.

    14. On page 10, line 15, after "act", strike the remainder of the line and strike line 16 through the comma.

    15. On page 10, between lines 18 and 19, insert the following new subsection:

         "B. No later than twenty-four months after the adoption of national standards for electronic prior authorization, a health insurer shall exchange prior authorization requests with providers who have e-prescribing capability.".

    16. Reletter the succeeding subsections accordingly.,

and thence referred to the PUBLIC AFFAIRS COMMITTEE.
